Some numbers are special/magic numbers. These numbers are present in some special tickets only. E.g. out of 90, 10 numbers are special numbers. Total 300 tickets are required. Around 100 tickets would be special tickets. So, each of these 10 numbers would come on 10 tickets each. Logic would be 1 special ticket can have 1 special number only, 2nd special ticket would have some other special number only. Non-special tickets won't have any of the special numbers.
