Let the tricolor prevail. Decorate the party hall with tricolors - Orange, White and Green. Place tiny flags all over the area or hang them in strings from the ceilings. Use lots of balloons in the same color. Draw a huge map of India on the floor and fill it with Rangoli or flowers. Hang posters of freedom fighters. To add a touch of green, you can also decorate with potted plants.
